Elaboration of study and detailed planning of the Limassol Embankment
The embankment constitutes the continuation of the Olympion Coast, beginning in front of the City centre until the old harbor. The valorization if the area has already been greatly done and through the Area Plan its completion is foreseen by constructing a pedestrian road next to the sea, a cyclist track throughout its length, an extra parking space and use of areas that remain unexploited.
With this thought, the reformation of the Olympium Coast has already been planned and executed, having as a result the positive influence to the whole area, something also reflected by its use by numerous visitors all year long.
The several plans and interventions in the town core area since 1974 and onwards have influenced its city planning network. As a consequence, the planning of the seawall front, which has been done by the City Planning and Habitation Department before 1974, needs adjustment so that the area can be included in the whole Limassol centre area planning.
The reformation of the whole Coastal front is completed with the planning that has already been elaborated for the old harbor and its west by the construction of the marina and of the Aktea road up to new port of Limassol.
The need for the seawall recast is based on the new development data that are receded in chronological order since 2002 with the planning of "Limassol Centre area plan – Foresights and policy measures". It is also based on the new demands and needs of the seawall area users that have been spotted and defined as following:
The Embankment has to be connected functionally with the rest of the town with several accesses and modifications of the Coastal front as to restore the functional connection of the city centre with the sea. This will valorize remaining opportunities without overlooking in any way the more general principles of planning that regulate the entire city complex.
The determination of the functional connection of the area north of the Coastal road with the Coastal front that is defined by the seawall, the old harbor and a small area west of the harbor where the space setting of the marina and all of its such-like uses that are incorporated in the plan of the wider marina area is programmed.
The enlistment of the coastal front – seafront in the study is based on the foresights of the Area Plan in which great importance is given on the Coastal character of the city that concern mostly the functional and territorial structure of the plan creating optical and functional connections between the Coastal front and the inland.
Parametres of the planning
- Parking lots:
The increased demand on parking lots is due to several factors. However it is mostly noticed on:
- The wide public use of the Olympian coast infrastructures.
- The creation of more units (settling and offices) in the north part of the coastal road.
- The new facts that are created by constructing at the east coast of the Embankment, an Amenity Centre and the new Γ.Σ.Ο., and the need of finding more parking lots.
The proposition concerns the lengthening of the eastern parking space and its junction with the middle one whereas at the same time a part of the middle one is cancelled for the function of the axe of the Anexartisias road and the secure exit away from the controlled by traffic lights junction.
An alternative solution has been planned concerning the construction of an underground parking lot in the precedent space of a capacity of about 320 vehicles. The study group expresses its serious doubts on whether such a plan can be materialized because of the construction cost, the safety for its users, the illegal use of the space and the setting of grounds for the raise of transgression.
Another alternative proposition is the one of constructing a new parking lot in the west border of the Embankment which will be linked with the parking lot that the Harbor Office is making up as part of the reform of the Old Harbor. This alternative suggestion offers 80 parking spaces. Its planning has been made in collaboration with the researchers of the reform plan of the Old Harbor and enrolls in the section. Deliberations have to be made with the Harbor Office for the realization of the suggestion and the way to administrate the parking lot.
- Space setting of cycling tracks
By putting in place the cycling tracks network in a part of the coastal front, its completion is necessary in the area of the seawall linking the Olympic coast with the Old Harbor as foreseen in the basic network of the Area Plan. The cyclists can head from the seawall towards the poles created by the TE.ΠA.K and the town centre.
The cycling track is proposed to be set south of the parking lots so that it does not influence the safe stroll of pedestrians. In collaboration with the Harbor Office and the researchers of the reform of the Old Harbor Plan the connection of the cycling tracks until the west borders of the Old Harbor has been achieved. The continuation of the cycling tracks has to be arranged either through the marina or northern as to join in the future the Aktea road.
- The functional and optical connection with the main axes north of the coastal road.
The need of replacing the functional connection of Limassol's centre with the sea, valorizing the axes of circulation is the primordial aim of its planning.
The recognizable axes such as Anexartisia. road, prolongation of Iphigeneias, the pedestrian road of Dimirti Chatjipavlou, Y.Katsounwtou provide the possibility of a physical and optical connection of the centre with the sea creating recognizable elements for both the seaside and and the axes. The strongest recognizable axe is Anexartistias road.
- Space setting of a building using restaurant on the east edge of the seafront.
A contest of ideas has been announced for this work and a study for its sustainability has already been assigned, the result of which will be presented to the Municipal Council.
- Space setting of a small amphitheatrical flattening for topic or recreation events.
- Construction of a refreshment room and of wash rooms
Public washrooms have already been created in replacement to the prefabricated constructions and with the scope of constructing a refreshment room in the present free space. In addition another refreshment room with washrooms and a mini kiosk will be put in place.
- Pedestrian roads – Priority order
The pedestrian's need to be close to the water element determined the creation of a new pedestrian route with starting point the present rock fortification. By placing different sculptures in the area their need of projection and also their integration in an alternative pedestrian route has come through.
In combination with the new parameters the study suggests the present pedestrian route as the main pedestrian street in combination with the sea flattening and creates a secondary route, surrounding the sculptures and dissociating green spots and squares for the organization of events.
- Reinforcement of playgrounds and skateboard places
In the planning of the seafront modification the following facts were taken into consideration:
- Present fountains
- Present sculptures
- Present modifications of green spots by different companies
- Damage caused by time, weather, environment (sea), human factor etc.
- The accessibility to everybody.
